As nearly as I can tell, Rayitos is a Juarez based hiking club for young children.  It turns out they were hiking up Cerro de la Cruz, on the same evening I went there to look for a ladder that I had left there two weeks before.  Juarez is in the foreground, and El Paso in the background.
